In order to improve transparency, the WCF are encoraging managers to provide additional details regarding changes to the basic striped blocks that they have made to ensure a balance of countries in each block (step 1) and avoiding final round same country matches in blocks (step 3). The changes I made are shown below. They resulted in the average grade difference between the most and least difficult blocks being 8 grade points.
